Invalid transition

HTTP 409

The referral's status doesn't allow this step: a simulation moves a sandbox referral only along its lifecycle, and an attestation is accepted only while the referral waits for one.

Sent as application/problem+json, with the request id in request_id and the X-Request-Id header. Branch on code: the error and detail sentences can change, and some operations add members of their own.
